We are seeking a Mid-Level Contractor Program Security Officer (CPSO) to provide on-site, day-to-day support to National Industrial Security Program (NISP) and SCI programs within accredited SCIFs. This full-time role focuses on SCI program and physical security operations under NRO-sponsored programs, ensuring compliance with applicable Intelligence Community and DoD security policies.​


Responsibilities

  • Support CPSO functions for NRO SCI programs in client SCIFs, owning daily security tasks and troubleshooting evolving security issues.​
  • Manage SCI access processing, indoctrinations, re-briefings, and debriefings; validate clearance eligibility and investigative requirements prior to nomination.​
  • Maintain SCI access rosters and program tracking tools.​
  • Create, prepare, and coordinate DD Form 254s, including subcontractor flow-down requirements.​
  • Implement classified material control procedures, including safeguarding, transmission, reproduction, and destruction of classified material.​
  • Prepare for and support NRO annual inspections and ICD 705 compliance reviews, including familiarity with ICD 705 Tech Spec and ODNI NOTIP requirements.​
  • Provide program security input to client leadership on new efforts or changes to program/physical security scope.​
  • Own and manage the administration of SCIF security programs in accordance with NRO security policy and directives.​
  • Maintain and update SCIF documentation (SF 701/702, visitor logs, inspection records).​
  • Assist with annual self-inspections and corrective action tracking per NSCM and DNI directives/standards.​
  • Complete semi-annual IDS inspections to maintain ICD 705 and UL 2050 compliance.​
  • Operate access control systems and software to create and manage badge access for client sites and SCIFs.​
  • Conduct SCIF training (IDS open/close, end-of-day checks, escorting of uncleared personnel, visitor escort, OPSEC training).​
  • Perform cleared escort duties and support SCIF maintenance scheduling as needed.​

Qualifications

  • Current eligibility for Top Secret / SCI access required.​
  • Minimum 3–7 years of applicable CPSO experience working with the Intelligence Community.​
  • Bachelor’s degree or equivalent applicable experience.​
  • Working knowledge of applicable federal laws, Presidential Directives, Executive Orders, Intelligence Community Directives, and the 32 CFR Part 117 NISPOM Rule.​
  • Familiarity with NRO applications, procedures, and security policies.​
  • Effective interpersonal skills for working with diverse organizations and grade levels; ability to work both independently and in team environments.​
  • Excellent oral and written communication skills and professional demeanor.​
  • No physical or medical limitations related to assigned work; reliable transportation to client facilities across the National Capital Region.​
  • Proven reliability, professionalism, and ability to deliver quality results with limited supervision.​
  • Ability to detect, assess, and resolve security-related matters efficiently and in a timely manner.​

Preferred Qualifications

  • Experience supporting Contractor Use Agreements (CUA) and Joint Use Agreements (JUA), including drafting, submitting, and tracking approvals/renewals.​
  • NCMS ISP® certification.​
  • Completion of CDSE STEPP courses, such as: FSO Program Management for Possessing Facilities, Establishing an Insider Threat Program, Insider Threat Awareness, PII, Cyber Awareness, and NISS External User training (or willingness to complete).​

Compensation: $115,000.00 - $120,000.00 per year
